What is ASL Belgisi?
ASL Belgisi (ASLLIK BELGISI) is the national track and trace system of Uzbekistan. You can refer to it as Uzbekistan’s National Information System for Digital Labeling and Traceability of Goods.
ASL Belgisi is managed by CRPT Turon. CRPT Turon is similar to Russia’s CRPT (Centre for Research in Perspective Technologies) which
manages Chesty Znak, the track and trace system of Russia.
Why ASL Belgisi?
ASL Belgisi is an information system designed to verify the authenticity and quality of products. Consumers can use the ASL Belgisi app to scan the marking code on product packaging, which provides information about the date and place of production, composition, and other details specified by the manufacturer.
ASL Belgisi plays a crucial role in combating counterfeit products and protecting consumer health.
What is the role of the ASLLIK BELGISI system in the labeling process for manufacturers or importers?
One of the primary roles of the Asllik Belgisi system is to assist manufacturers or importers in their digital labeling process.
A manufacturer or importer needs to follow the below steps for product labeling:
Sign up with Asl Belgisi labeling system
To register or sign up, manufacturers or importers need to follow two steps.
Firstly, they must undergo a compliance check for software requirements.
Secondly, they need to fill out and submit the application form.
Once the application is received, ASL Belgisi system will send a confirmation letter with the application number.
After the signup process is complete, the system will generate two agreements for manufacturers or importers to sign:
1. Agreement for Connecting the Labeling System
2. Data Matrix Agreement
Once the agreements are signed, manufacturers or importers will be given full access to their user accounts.
Register a product with the National Catalog
To label their products, manufacturers or importers must specify the details of those products in the National Catalog. The process for doing this is as follows:
1. Log in to the Asllik Belgisi system.
2. Click on the “National Catalog” button in the upper left-hand corner.
3. Create a product profile by filling in all the necessary details and submitting it for moderation.
The moderators will then check the details provided, after which the manufacturer or importer can sign the product profile using their digital signature.
Once the digital signing process is complete, the product profile will be published with a “published” status.
Order and Pay for the Data Matrix code through the ASLLIK BELGISI User account
Before we dive into the process of ordering let’s have a look at What is Data Matrix code and What is included in the Data Matrix Code.
What is a Data Matrix code?
A Data Matrix code is a two-dimensional code consisting of black and white cells in a square or rectangle pattern. Text and numeric data of approximately 2953 bytes can be encoded in a Data Matrix. It is used by several industries to share information about the product.
What data is included in the Data Matrix code sent by the Asllik Belgisi system?
A Data Matrix Code has 4 important data points included in it, which are as below:
- GTIN: Global Trade Item Number is a 14-digit product code
- Serial Number: A randomized serial number is a 13-character identifier generated by CRPT Turon or a supply chain participant.
- Verification Key (4 characters) generated by CRPT Turon
- Verification Code (44 characters) generated by CRPT Turon
Verification Key (4-char) and Verification Code(44-char) are the two important crypto codes generated by CRPT Turon for the creation of a unique Data Matrix code. This is similar to the Russian CRPT crypto codes.
Asllik Belgisi system sends Data Matrix codes to manufacturers or importers with the assistance of CRPT Turon
Order with ASL Belgisi:
In order to obtain the Data Matrix Code, manufacturers or importers need to follow the below process:
- Log in to the Asslik Belgisi system
- Click on the Order Management Dashboard button in the upper left-hand corner
- Create a Data Matrix order, fill it, and submit it
The system automatically verifies the order and generates as many Data Matrix codes as per the order.
Pay with ASL Belgisi:
- In accordance with Resolution No. 833 dated 31.12.2020 by the Resolution of the Cabinet of Ministers of Uzbekistan, the operator charges a fee of UZS 68 per Data Matrix code (with VAT to be paid additionally).
In this way, manufacturers or importers sign up to the system, register their products in the national catalog, order, and pay to get their unique Data Matrix code delivered.
In addition to the Data Matrix code, human-readable standards are also included on the package. These standards consist of a 14-digit GTIN, an expiry date in YYMMDD format, a 13-digit serial number, and a batch or lot number. This combination of codes and standards is used for tracking purposes.
For aggregation, a Serial Shipping Container Code (SSCC) is provided by GS1 in a one-dimensional barcode format.
Once the Data Matrix code, human-readable standards, and SSCC are attached to the package, the product is ready to be shipped to the next participant in the supply chain.
Understanding the labelling process (in brief):
Labeling is the process of attaching a label to a product or package that provides important information about the product. Following are the steps in the labeling process (in brief):
- Manufacturers or Importer sign up with the Asllik Belgisi system
- Register a product with the National Catalog in the system
- An order is placed for Data Matrix code to the system
- CRPT Turon generates crypto codes and sends them through the system
- Data Matrix Codes are applied to the packages, to track product movement from manufacturer to consumers
- Every participant (manufacturer > warehouse > distributor) in the supply chain scans the code and sends the data to the system.
- Finally, the package arrives at the retail store, where the code is scanned at the online cash desk at the time of sale. The information of withdrawal is sent to the system.
- Consumers use the Asllik Belgisi App to check the authenticity and quality of the product.
Conclusion
To prevent illegal importation, production, and sale of products, and to ensure the legal circulation of certain types of goods and protection of consumer rights, Uzbekistan has introduced a mandatory digital labeling system for certain types of products.
The ASL Belgisi track and trace system is aimed at authenticating products and improving their quality. Millions of unique data matrix codes have been issued for products like tobacco, alcohol, and beer, showing that Uzbekistan is serious about serialization and traceability regulations. The list of products requiring labeling and marking, such as household appliances, water and soft drinks, medicines, and medical products, is expanding.
Uzbekistan is implementing the toughest regulations for labeling and tracking of products, similar to Russia’s CRPT and Chestny Znak system, with the CRPT Turon and ASL Belgisi system. We expect other CIS countries to follow this path to combat counterfeit products.
